Abstract

This paper aims to monitor and measure the functions and roles of opinion poll centers in different cultural contexts, past and present. And identifying the internal and external pressures that opinion polling centers are exposed to and that prevent them from carrying out their societal tasks in the best way. The study employs Critical and Structural Analysis to diagnose relationships between variables. And it depends on The General System Analysis theory as a theoretical background. The main results concluded by this study are: the structural construction of an opinion poll center affects the sobriety and professionalism of the roles that a designated center plays in society and The researcher observed four distinct patterns of ownership of opinion polling centers. On top of it is government ownership, which is the oldest in practice, in which public opinion measurements are one of the most prominent activities of the State Information Service
